SteamOS game stores and region restrictions: what to do instead of using a VPN

A store page, purchase option, gift, or key can be unavailable because of licensing, publisher decisions, account-country rules, or local payment requirements. A VPN does not solve those account and licensing rules. More importantly, Valve's Subscriber Agreement prohibits using IP proxying or similar methods to disguise residence for geographic restrictions or pricing.

Understand the different kinds of restriction

Store country and payment method

Valve says a Steam account's store country is based on the location of the first purchase. When a person permanently moves, Steam can update the country during a purchase made with a payment method from that country. Steam also says the store country must match the country where the account holder currently resides.

Game, gift, and key restrictions

Not every restriction works the same way. A game page can show a regional notice, gifts can have activation limitations, and third-party keys may have publisher-defined restrictions. Check the product page and seller information before paying, rather than assuming a device or network setting will change entitlement.

What to do when you are traveling

Steam says travelers generally continue to see their home-country pricing and can purchase as they would at home. Keep your store country accurate. If you moved, follow the documented account-country process with an eligible local payment method instead of trying to force the result through a different IP address.

What a VPN can and cannot change

A VPN can alter the network location an online service sees. It does not change your Steam account country, payment method, purchase eligibility, or a publisher's licence terms. Using it to disguise residence or circumvent geographic pricing or restrictions conflicts with Valve's agreement and can put account access at risk.

Check the legitimate path first

1. Read the game's Steam store page for regional notices.
2. Confirm your account country in Steam Account Details.
3. For a permanent move, follow Steam's official country-update flow.
4. For a third-party key, ask the retailer about activation regions before purchase.
5. Contact Steam Support or the publisher when a restriction seems incorrect.

Do not confuse access with compatibility

A game that is available for purchase can still have SteamOS compatibility limits. Check the title's Steam Deck compatibility status separately. Store eligibility, ownership, Proton support, anti-cheat, and network connectivity are different questions.
